EMPLOYMENT PROMOTION
Collect, evaluate and systematically organize the experiences of the Member Countries in this area and establish a Community framework to boost the formulation of employment promotion policies, with special emphasis on the informal urban sector and the promotion of micro, small and medium-size enterprises.

LABOR EDUCATION AND TRAINING
Prompt an exchange and dialogue on and discussion of labor education and training among the Andean countries, in order to define Community policy criteria that will enhance the employability of workers in the subregion.

SOCIAL SECURITY
In May 2004, the Meeting of the Andean Community Council of Foreign Affairs Ministers approved Decision 583 "Andean Social Security Instrument", through which the Andean Community legal system is adapted to the objective of the Common Market and to the current structure of the social security systems of the Andean countries.

LABOR MIGRATION
In June 2003, the Andean Community Council of Foreign Ministers at its Eleventh Meeting approved Decision 545 "Andean Labor Migration Instrument," through which Community provisions are adjusted to the objective of forming a Common Market and to the right of Andean workers to move freely through Community space.

SECURITY AND HEALTH AT WORK
In May 2004, the Meeting of the Andean Community Council of Foreign Affairs Ministers approved Decision 584 "Andean Work Safety and Health Instrument", the aim of which is to promote and regulate the activities to be developed at work centers in Member Countries, to reduce or eliminate any and all damages to workers' health through the implementation of control measures and the development of activities required to prevent work related risks.

THE ANDEAN LABOR OBSERVATORY
The Andean Labor Observatory pilot Plan, assigned for development to the Andean Labor Institute (ILA) in coordination with the Andean Community General Secretariat, is currently under execution.  A data base will be built during this initial stage to collect and systematically organize statistical, regulatory and documentary information mainly about the key sociolabor subject areas with which the Advisory Council of Andean Community Labor Ministers is concerned and will serve as a reference tool to orient pertinent Community efforts.
