ANDEAN AGRICULTURAL SITUATION
The agricultural sectors of the Andean countries have similar characteristics: low productivity levels, failure to take advantage of potentials to ensure better domestic provisioning, and heterogeneous production systems, among others, some of which limit the sector's development and justify taking joint action to overcome them.

ANDEAN RURAL DEVELOPMENT AND AGRICULTURAL COMPETITIVENESS PROGRAM
This objective of this program is to give the rural population mechanisms for raising their living standards and improving their quality of life. For that reason, work is planned on aspects of social investment, institutional development and promotion of associative business schemes.

PRODUCTION CHAINS
The general objective of the food security policy in the Andean region should be to fulfill the commitments assumed at the World Food Summit by taking joint action to guarantee physical and economic access to enough innocuous and nutritional foods to, by 2015 at the latest, satisfy the food needs and preferences of at least half the people suffering food insecurity in the subregion.
