Andean Community – Russian Federation

Moscow, October 4, 2000

Andean Community Secretary General, Mr. Sebastián Alegrett, and Andean Development Corporation President, Mr. Enrique García, made an official working trip to Moscow from October 2 to 4, 2000, following up the visit made by Mr. I. D. Ivanov, Vice-Minister of Foreign Affairs of the Russian Federation, to the headquarters of the Andean Community General Secretariat in Lima on January 25, 2000, and the agreement adopted by the Andean Council of Foreign Ministers in the context of the subregion’s common foreign policy.

The Andean Community dignitaries were received by the Community of Independent States’ Executive Committee Chairman, Mr. Yuri F. Yarov, and held talks with Russian Federation Central Bank President, Mr. V. V. Gueraschenko; First Finance Vice-Minister of the Russian Federation, Mr. S. M. Ignatiev; and Russian Federation Economic Development and Trade Vice-Ministers, Messrs. R. F. Piscoppel and M. Y. Medvedkov. In the State Duma, they met as well with the Chairman of the Committee on International Affairs, Mr. D. O. Rogozin, and the Director of the Latin American Institute of the Russian Academy of Science, Mr. V. M. Davydov.

In the course of these talks, they discussed a series of international and regional issues of common interest and exchanged viewpoints on the possibility of strengthening relations and cooperation between Russia and the Andean Community in the political, economic, trade, and scientific and technological areas, among others.

A Seminar was held under the sponsorship of the Russian Confederation’s Ministry of Foreign Affairs, the Chairman of the National Committee for Economic Cooperation with the Latin American Countries, Mr. I. S. Silaev, and the Embassies of the Andean Countries in Russia, on the subject of "Relations between the Andean Community and Russia: reflections and measures for their strengthening." The main speakers at the event attended by high-ranking Andean Community officials and Russian government and business representatives were Russian Vice-Minister of Foreign Affairs, Mr. I. D. Ivanov, Andean Community Secretary General, Mr. Sebastián Alegrett, and Andean Development Corporation President, Mr. Enrique García.

The parties are pleased to report with satisfaction that a broad range of issues were addressed in the course of the talks and the Seminar with regard to the development of mutual relations, particularly the expansion of economic and trade ties and investments between Russia and the Andean Community and its member countries: Bolivia, Colombia, Ecuador, Peru, and Venezuela. The search for an effective mechanism to fund trading operations between the Andean Community and Russia received special attention as a means of contributing to the growth of reciprocal trade. Draft agreements between Russia and the Andean Community for the creation of a political consultation and cooperation mechanism and of a council to promote trade and investment were discussed in detail, as was a technical cooperation agreement between Russia and the Andean Community General Secretariat. It was agreed to continue and to accelerate the consultations between the pertinent bodies of the two parties in order to sign those agreements as soon as possible.
