Communiqué of the Presidents of
the Andean Community of Nations
We,
the Presidents of the Andean
Community of Nations and the Prime
Minister of Peru, gathered at the
Third Summit of the Americas,
while reaffirming our full support
for the approval of an Inter-American
Democratic Charter, and within the
context of the Andean commitment
on the same subject, ratify our
rejection of all actions,
regardless of their nature, that
are aimed at impairing or
hindering the full exercise of the
democratic mandate of their
governments or at altering their
constitutionally-fixed terms.
In
that connection, we declare our
solidarity with the efforts being
made by the Government of Bolivia
under the leadership of President
Hugo Banzer Suárez for the purpose
of strengthening his country’s
democratic institutions. We are,
further, in agreement with the
importance of respecting the
constitutionally-fixed terms, as
an essential condition for
attaining those objectives and for
guaranteeing stability and
consolidating the participation of
the citizenry in this process.
