THE ANDEAN COUNCIL OF FOREIGN MINISTERS, MEETING IN ENLARGED SESSION,

HAVING SEEN: Articles 20 b) and 32 of the Cartagena Agreement and articles 5 and 6 of the Rules and Regulations of the Andean Community General Secretariat contained in Decisions 409 and 426 of the Andean Council of Foreign Ministers;

DECIDE:

Article 1.- To elect Mr. Guillermo Fernández de Soto Secretary General of the Andean Community for a five-year term, as of the date on which he takes office.

Article 2.- The Secretary General-elect shall assume his duties no later than September 16, 2002. Until such time as the Secretary General-elect takes office, the present Secretary General shall perform that function.
