THE COMMISSION OF THE ANDEAN COMMUNITY,

HAVING SEEN:

Article 44 of the Cartagena Agreement and Decisions 441 and 442 of the Andean Community Commission;

WHEREAS:

It is necessary to promote more participation by the business and labor sectors in the integration process, with a view to creating a common market;

DECIDES:

Article 1. - Let article 3 of Commission Decisions 441 and 442 be replaced by the following text:

"Article 3 - It shall be the responsibility of the Council:

a) To express its opinion to the Andean Council of Foreign Ministers, the Commission or the General Secretariat, as stipulated in article 1 of this Decision; and

b) To attend the meetings of the Andean Council of Foreign Ministers and the Commission of the Andean Community, as well as the meetings of government experts or working groups connected with the Andean integration process, and to participate in them with a right to speak."

Article 2.- This Decision shall enter into force on the date it appears in the Official Publication of the Cartagena Agreement.
