Decisions reached in the Political Dialogue among the Heads of State and of Government
First South American Energy Summit
Margarita Island, Venezuela, April 16, 2007

The Political Dialogue among the Heads of State and of Government of the South American countries having been successfully carried out on Margarita Island, the Bolivarian Republic of Venezuela, during the First South American Energy Summit, as a continuation to the meeting held in January of this year in Río de Janeiro, the Federative Republic of Brazil, a series of South American integration issues were addressed and the following decisions were adopted by consensus:

• To call this effort to integrate South America the “Union of South American Nations” (UNASUR).

• To appoint a Permanent Secretariat, whose headquarters will be located at the well-known “Middle of the World” monument in the city of Quito, Republic of Ecuador.

• To instruct the Ministers of Foreign Affairs to appoint the Permanent Secretariat and to convert the Commission of High-Level Officials into the Council of Delegates or Political Commission, entrusting that Council with drawing up a draft Constitutive Agreement of UNASUR, to be submitted to the Third Summit in Colombia.

• It was agreed that these decisions would be communicated to the President of the Republic of Peru, Alan García, and to the President of the Republic of Suriname, Ronald Runaldo Venetiaam, and the President of the Bolivarian Republic of Venezuela, Hugo Chávez Frías, and the Prime Minister of the Cooperative Republic of Guyana, Samuel Hinds, were accordingly appointed to do this.
