The Andean Council of Presidents on the Constitution of a Social Humanitarian Fund

Taking into account the frequent and painful situation of poverty levels affecting our populations, aggravated at times by different types of natural disasters,

Recognizing the need to count with prevention plans and resources and also sufficient response capacity,

Aware of the need of taking care of the various health, education, infrastructure problems and others resulting from the lack of resources of the economically less favored sectors,

AGREES:

To constitute a Social Humanitarian Fund aimed at taking care of the severe needs of the poorest sectors of our countries, and in the event of public calamities, the necessary aid for providing immediate assistance. The terms for constituting the Fund shall be considered by the Andean Council of Foreign Affairs Ministers in consultation with the Finance Ministers of the Member Countries, at their next special meeting to be held in Caracas in December this year.
