Joint Declaration of the Presidents of the
Andean Community (CAN)
SPECIAL MEETING OF THE ANDEAN COUNCIL OF
PRESIDENTS
DECLARATION OF BOGOTÁ
We, the Presidents of the Plurinational
State of Bolivia, Evo Morales Ayma; the
Republic of Colombia, Juan Manuel Santos
Calderón; the Republic of Ecuador, Rafael
Correa Delgado; and the Republic of Peru,
Ollanta Humala Tasso, gathered in the city
of Bogotá, D.C., at the Special Meeting of
the Andean Council of Presidents, have
agreed to:
1. Reiterate our commitment to strengthen
the Andean Community, in recognition of its
historic institutional heritage.
2. Comply fully with Community legislation,
particularly provisions regarding freedom of
passage in land transport.
3. Reaffirm our decision to carry out the
reengineering of the Andean Integration
System, with a view toward equipping the
Andean Community to confront the challenges
that exist on the international scene
today.
4. Request the acting Andean Community
Secretary General to identify jointly with
the General Secretariat of Mercosur and the
General Secretariat of Unasur, common and
complementary elements and differences, with
a view toward the future convergence of the
three processes.
5. Hold annual meetings of the Andean
Council of Presidents in order to follow-up
on the Andean integration process.
6. Work on defining a common position to be
adopted at the Rio + 20 Summit Conference.
7. Boost regional energy integration in
order to take advantage of the region’s
potential in this field.
