Declaration of the
Ministers of Foreign Affairs and of Trade of
the Andean Community Member States and of
Mercosur
Guayaquil, July 26, 2002
The
Ministers of Foreign Affairs and of Trade of
the Andean Community and of MERCOSUR, on the
occasion of the Second Meeting of South
American Presidents, exchanged several points
of view on the state of the political,
economic and commercial relations between
their respective integration processes and
agreed on the need to accelerate the process
of trade negotiations between the two regional
blocks.
Based on the
evaluation of the state of their reciprocal
relations, they agreed to boost the existing
political dialog mechanism, at the highest
level, as well as its economic and commercial
aspects, for the purpose of strengthening the
cooperation ties between the two sub-regions.
Within a
thirty-day period, the Pro Tempore
Presidencies of the Andean Community and of
MERCOSUR shall draft a document enabling the
identification of proposals in the political,
economic, commercial, infrastructure and
financial fields, as well as a work schedule.
These documents shall include, inter alia, the
following:

Proposals
for the conclusion, during the current year,
of negotiations on the free trade agreement
between CAN and MERCOSUR.

Instruments to encourage the formation of
joint ventures and other forms of
partnership between companies from South
American countries.

Promotion
of investments associated with projects for
the physical integration of both blocks.

New credit
and financing mechanisms for trade and
investment in South America based on
cooperation among the CAF, FONPLATA, the
National Development Bank of Brazil and the
IDB.
