Declaration
of the Andean Council of Presidents on the
Fight Againts the World Drug Problem
Today,
absolutely convinced as ever before that the
world drug problem is a topic that concerns
the entire humanity and should, therefore,
demand the commitment of all the
international community through a
comprehensive understanding and approach in
which the responsibility is fully shared, in
terms of recognizing the Andean national
efforts and the multiple losses sustained by
our nations as a result of this adversity.
The Chiefs of
State of the Andean Community:
Recognize that,
despite our huge efforts in the fight
against the world drug problem, it continues
generating poverty and social exclusion
requiring, therefore, the permanent
attention of the international community
within the framework of the principle of
shared responsibility.
Estimate that
it is indispensable to encourage the
establishment of alternative development
policies within the framework of an alliance
for the development of agriculture,
agribusiness and forest production, and
goods and services deriving therefrom in
each of our countries, within the context of
an effective shared responsibility.
Consider that
it is indispensable to create better
opportunities for a real access to the
markets for the alternative development
products, including those of a preventive
nature, within the context of international
trade negotiations and incentive strategies
for the development of the national markets.
Urge the
international community, specially the most
developed countries, to increase
substantially their technical and financial
cooperation with our countries.
