The second
round of negotiations took place in Brussels
from 10 to 14 December 2007. The meetings
were characterized by a constructive
atmosphere which allowed to make significant
progress in a series of areas.
HORIZONTAL
MATTERS
The second
round of negotiations allowed to continue
discussions which had already started in the
first round and to agree on some texts on
the ‘Nature and scope’ of the future
agreement, in particular in respect of the
general principles which will underpin the
future agreement and the general objectives
of the agreement. An agreement was found,
inter alia, on the principles related to
human rights and to sustainable development.
POLITICAL
DIALOGUE
The discussion
on the political dialogue part of the
agreement focused on its objectives, areas
and mechanism as well as on a certain number
of articles relating to:
Non-proliferation
International Criminal
Court
Multilateralism
Migration
COOPERATION
Discussions
continued on matters which had already been
discussed in the first round on the basis of
texts exchanged between both sides, notably
on the general objectives and principles of
the cooperation chapter and on matters
relating to democracy, human rights, good
governance, stability, justice, freedom and
security.
The specific
themes which were discussed are the
following:

Modernisation of the
state and the public administration,
including decentralization
Conflict prevention and
resolution
Cooperation on security
Fight against drugs
Fight against
corruption
Organised crime
Money/asset laundering
Small arms and light
weapons
Citizens’ security
Strengthening of
institutions and rule of law
Personal data
protection
On some of the
above, text were agreed. Some will need
further discussions in forthcoming rounds.
In order to
prepare for the next round, views were
exchanged on social matters (Social cohesion,
Demographic issues, Employment and social
protection, Public health, Education and
training, Gender, Indigenous, afro
descendents and minorities, Displaced and
uprooted people, Childhood and youth ,
Disabled persons, Food security), transport
and infrastructure, information society and
scientific and technological cooperation. It
was agreed to exchange texts on the latter.
It was also agreed to add three new areas
for a first exchange of views to the
Cooperation agenda of the next round,
notably Regional integration, Environment
and Culture.
The next round
shall take place in the second half of April
2008, in Quito.
