SOCIO-LABOR MATTERS


LABOR EDUCATION AND TRAINING

This key subject area is developed within the framework of the PIDS Project “Subregional Harmonization of Labor Education and Training Methodologies, Criteria and Priorities Program” – Decision 601.

Justification

An exchange of experiences with labor education and training programs, methodologies and institutional systems can make a substantial contribution to the formulation of policies on the subject.  Innovative approaches have been tried out in each of the five Andean countries in recent years for the purpose of renewing labor training policy and practices, including participatory programming with labor unions, business associations and civil organizations, together with competent State institutions.  This rich and varying experience needs to be studied, systematically organized and discussed at the subregional level with the support of specialized organizations like CINTERFOR/ILO, in order to formulate criteria and guidelines for shaping a Community policy on the subject.

Objective

Prompt an exchange and dialogue on and discussion of labor education and training among the Andean countries, in order to define Community policy criteria that will enhance the employability of workers in the subregion.

Lines of work

i.      Complete the design of Community legislation on that subject, with the active participation of the Advisory Council of Labor Ministers and with the assistance of CINTERFOR/ILO and the General Secretariat of the Andean Community.

ii.     Contribute to the modernizing and transformation of labor education and training institutions

iii.     Help disseminate new forms of labor education and training management.

iv.     Analyze as a Community the creation of subregion-wide labor education and training systems that are linked to the development of production chains between two or more Andean countries.
