Integral Plan for Social Development
THE ANDEAN
COUNCIL OF FOREIGN MINISTERS,
IN VIEW OF:
Articles 1, 2 and 3 of the Cartagena
Agreement, as codified by Decision 563, as
well as Decision 553 (Guidelines for
Formulating the Integral Plan for Social
Development), Decision 592 (Establishment of
the Andean Council of Ministers of Social
Development) and General Secretariat
Proposal 138; and
CONSIDERING:
That the
majority of the population in the Andean
countries suffers poverty, inequality and
social exclusion, preventing citizens’
rights and responsibilities from developing
fully, jeopardizing social cohesion and
democratic governance and constituting an
obstacle to the region’s integration and
competitive participation in the world
economy;
That,
confronted with this situation, the Andean
Council of Presidents has on several
occasions imparted Guidelines for the
development of an Andean Social Agenda and
of an Integral Plan for Social Development
in order to maximize the social benefits of
economic and trade integration;
That in July
of 2002, the Presidents of the Member
Countries signed the Andean Charter for the
Promotion and Protection of Human Rights
that, among other rights, provides for the
economic, social and cultural rights of
Andean citizens;
That the
Andean Council of Presidents, in Guideline
15 of its July 2004 Quito Declaration,
instructed the Andean Council of Foreign
Ministers to adopt in September of this year
and with the support of the Andean Council
of Ministers of Social Development, the
Integral Plan for Social Development, based
on the Draft Proposal drawn up by the Member
Countries’ social authorities and the
General Secretariat;
That a Meeting
of the Vice-Ministers of Social Development
and government experts of the Subregion was
held in Lima on September 17 and 18, 2004
for the review and final analysis of the
draft of the Integral Plan for Social
Development; and
That, based on
the report approved by the cited Meeting of
Vice-Ministers and government experts, the
Andean Council of Ministers of Social
Development, who held its first meeting on
September 20, 2004, by videoconference,
recommended to the Andean Council of Foreign
Ministers the formal adoption of the
Integral Plan for Social Development;
DECIDES:
Article 1.-
To approve the
Integral Plan for
Social Development (IPSD) annexed to
this Decision.
Article 2.-
In each Member Country, the Minister who
is a member of the Andean Council of
Ministers of Social Development shall,
pursuant to Article 2, Decision 592,
establish and head a national IPSD follow-up
committee with the participation of the
Ministries and other State institutions
responsible for its execution, together with
representatives of organized civil society
and the academic establishment, insofar as
possible and as stipulated in Decision 553.
Article 3.-
The Andean Council of Ministers of
Social Development shall, as soon as
possible, draw up the IPSD Implementation
Plan, together with a system and methodology
for its follow-up, assessment, and updating,
in coordination with the national IPSD
follow-up committees and with the assistance
of the General Secretariat of the Andean
Community.
The General
Secretariat of the Andean Community shall,
as stipulated in Decision 409, approach
governments, international organizations and
various cooperation institutions in order to
obtain the technical cooperation needed for
the full realization of the proposed tasks
and shall agree with them on the terms for
its provision.
Article 4.-
The Andean Council of Ministers of
Social Development shall report at least
once a year to the Andean Council of Foreign
Ministers on the status of the IPSD’s
execution, the assessments and the changes
made to update the Plan.
