The
Andean Committee for Disaster
Prevention and Relief (CAPRADE)
was created for the purpose of and
with the capacity for helping reduce
the risk and impact of natural and
antropic disasters that could occur in
the Andean subregion, by coordinating
and promoting policies, strategies and
plans and promoting activities for
disaster prevention, alleviation,
preparation, and relief, and
rehabilitation and reconstruction, as
well as through mutual cooperation and
assistance and the exchange of
pertinent experiences.
Its functions are the following:
a) Express its opinion to the Andean
Council of Foreign Ministers and to
the General Secretariat;
b) Integrate and coordinate efforts in
order to incorporate the concept of
risk prevention and management in
development planning;
c) Propose the adoption of common
policies and strategies on subjects
within its area of competence;
d) Promote the fulfillment and
harmonization, by the Member
Countries, of international agreements
on the subject;
e) Promote cooperation among the
Member Countries, with a view to
helping resolve problems in keeping
with its purpose and within the sphere
of its competence;
f) Encourage research and the exchange
of knowledge among the Member
Countries and with other regions and
link up scientific and technological
institutions in joint projects;
g) Promote and coordinate common
actions aimed at obtaining bilateral
and multilateral international
cooperation;
h) Promote the fulfillment and
harmonization of international
agreements on natural disasters, in
keeping with the various existing
multilateral and regional initiatives;
i) Promote, within the Member
Countries, the strengthening of their
capacities and the establishment of
common mechanisms and systems for
following up on and evaluating actions
taken within their sphere of
competence, as well as the results of
those actions;
j) Promote the population’s active
involvement in disaster prevention,
alleviation and relief;
k) Report periodically on its
activities to the bodies of the Andean
Integration System;
l) Exercise all other functions
assigned to it by the Andean Council
of Foreign Ministers and fulfill the
requests made of it by the General
Secretariat; and
m) Coordinate its work with other
disaster prevention and relief
institutions and networks in the
Region.
