CUSTOMS TRANSIT

Decision 617 on customs transit has been in effect in the Andean Community since January 2006, regulating the transit of both products originating in the CAN Member Countries and those imported from outside the region, through a single operation.

This Community regulation will make it possible to consolidate the free circulation of goods between the Member Countries by facilitating their transportation from their place of origin to their destination without compulsory transfers and unnecessary customs clearances at borders, ports and airports.  All of this will rest on the use of unified documents and systems for exchanging information among the customs administrations of the Member Countries, complemented by the establishment of subsequent inspection procedures.

The definition of three important elements is expected to complete the reform of the international transit system, to wit:  1) the identification of sensitive products; 2) modalities for reporting on transit between customs houses and 3) the introduction of appropriate preventive measures, including guarantees.
